The temple is perched atop a hill, offering a panoramic view of the surroundings. Devotees climb around 999 steps or use the ropeway/roadway to reach the shrine. The temple architecture is of traditional Kalinga style. Tara and Tarini are considered manifestations of Adi Shakti, and the site is associated with the legend of Sati.
